1. League Governance 2022-2023
1.1 League Name
1.1.1 The name of the organisation will be the 'Hayes & District Pool League' and will be Referred to hereafter as 'the League'.
1.2 Governance
1.2.1 The League will be governed in line with the Constitution and rules which will be initially ratified at the 2020/2021 Annual General Meeting (AGM). All subsequent changes to the Constitution and rules will require 70% majority at an AGM.
1.2.2 Each member team must select a Captain who will attend a monthly captains meeting, each year the captains meeting will propose a Committee comprising of A Chairman, A Treasurer and a Secretary. The proposed Committee must be ratified by a simple majority at the AGM. The Committee will also attend the captains meetings.
1.2.3 The committee's purpose is to ensure the effective operation of the league and to propose any changes or developments to the captains meetings. The Chairman and Treasurer will be responsible for maintaining control of the Leagues finances with the Treasurer reporting a financial update to each captains meeting. The secretary will be responsible for producing all completion fixtures and regular distribution of results and League standings.
1.2.4 The purpose of the captains meeting is to make all decisions relevant to running and developing league. The Captains meeting can call an Emergency General meeting (EGM) in exceptional circumstances where the issues of the constitution and rules or de-selection and / or election of committee members is required.
1.2.5 At the Captains meeting each Captain will be eligible to vote with all decisions determined by a simple majority. Committee members will only be eligible to vote if they are also a team captain ,however should a vote at a captains meeting result in a tie then the Chairman shall have the deciding vote, whether the Chairman is also a Captain or not.
1.2.6 All competition draws will be arranged by the Secretary at the Captains meeting.
2. League Membership
2.1 Membership
2.1.1 Membership is open to teams within a reasonable travel distance of Hayes. The captains meeting will determine whether the proposed venue of any applicant team is reasonable.
2.1.2 Each member team may register up to 16 players at any one time. The initial registration form must be submitted to the Secretary by A WEEK BEFORE the first day of the league season.
2.1.3 Subsequent players must be registered A WEEK BEFORE THEY CAN participate in any League competition.
2.1.4 In exceptional circumstances a team may register a player on the night of the competition however this requires the explicit approval of the opposing captain and the secretary must be informed of the registration before start of the match.
2.1.5 League subscriptions must be submitted a minimum of 14 days prior to the start of the league season.
3. Competitions
3.1 The league
3.1.1 Points will be awarded based on the overall match score. Three points will be awarded for any win by two frames or more (ie 6-3) Two points will be awarded for a 5-4 win. A single point will be awarded to a losing team losing by a single frame (5-4). No points will be awarded for a loss of two frames or more.
3.1.2 Any unfulfilled frames will be awarded to the opposing team as long as they have a registered player available.
3.1.3 Any matches cancelled without providing a minimum of '24 hours' notice will be awarded to the opposition by a frame margin 6-0.
3.1.4 The final league position will be determined by the point's total. If two or more teams have equal points then the difference between overall frames won and lost will determine league position. If two teams remain equal the aggregate league scores between the two teams will determine positions. If league positions remain undetermined then a play-off will be arranged at a neutral venue.
3.1.5 The results of each individual participating in league singles matches will be aggregated with the player winning the most matches winning the league singles competition. Where a draw occurs then the player with the highest win / played games ratio will be the winner. If there is a tie a play-off (or round-robin play-off) will determine the winner HAVE 1 OR 2 OR 3 WINNERS?
3.2 Cup & Plate
3.2.1 All teams will participate in the cup competition with teams eliminated after the first round eligible to participate in the plate competition.
3.2.2 All matches will be played over two legs (home & away) using the same 6 Singles and 3 doubles format as League matches. The winner of the cup tie will be the team with the highest aggregate score. Should the match be drawn (ie 9-9) then a single play-off game between players nominated by each captain will determine the winning team.
3.3 Trios & Trios Plate
3.3.1 The trio's competition is played between teams of three player's plus a substitute with teams eliminated after the first round eligible to participate in the plate competition. The 4 team participants must be registered in the competition prior to the initial draw for the first round of ties.
3.3.2 The trio's format involves a single-leg match with each of three players playing each of the opposing team’s three players. The fourth player (reserve) may play in twoof the three remaining games.
3.4 Singles & Doubles
3.4.1 The singles and doubles tournaments are played over a single night .where possible, with the exception of the finals. The numbers of participating players will determine the knock-out format, but matches will be a minimum of best-of-three.
3.4.2 The singles & doubles finals are scheduled in the league season.
3.5 Captains Cup & Captains Nominated Players Cup
3.5.1 The captain's cup & captains nominated players are played over a single night scheduled in the league season, but matches will be a minimum of best-of-three.
3.6 Submitting Results
3.6.1 A copy of the result card should be photographed by both team captains at the conclusion of the match. A copy of the result card must be submitted to the whats-app group after the match by the home team captain.
3.6.2 The original cards should be submitted to the Secretary at the following Captain's meeting.
3.6.3 Failure to submit result cards will attract a £5 fine OR A POINT DEDUCTED per result card.
3.7 Cancellation of Matches
3.7.1 Fixtures cancelled must be rearranged within 7 days (before the next league Game) if Both captains are unable to decide on a suitable date to rearrange a 6-0 win will be awarded to the opposition.
3.7.2 A minimum of '48 hours' notice is provided to the opposition and the secretary.
3.7.3 Any additional League fixture cancellation or failure to provide a minimum of '48 hours' notice will result in a 6-0 win being awarded to the opposition.
3.7.4 No cup semi-final or final fixture may be postponed unless both captains agree, and a Committee member is notified and confirmed that the fixture may be postponed. Where both captains do not agree to postpone the match the cancelling team will forfeit the fixture.
3.7.5 Where cup Final fixtures are not fulfilled and a postponement is not agreed by both the opposing captains and a committee member then the cup will be awarded to the winners with the cup runners-up trophy awarded to the winners of the third-and-fourth play-off winners.
4. Match Rules
4.1 A copy of the League rules is attached ON THE END.
4.2 When these rules remain silent then the rules of UK Blackball will apply.
4.3 Where there is a dispute then the match referee's decision/interpretation will be final. The details of the interpretation should be submitted to the Captains meeting where clarification will be provided to each club.
4.4 The balls are racked as per the below image (two reds MUST be at the top of the triangle).
4.5 Following any foul a player can request 'ball in hand' and from behind the bulk line. A 'free ball' may be selected whether the player has requested 'ball in hand' or not, allowing the legal potting of opponent's balls (with the exception of the 8 ball).
4.6 Deliberate fouls are not permitted in contrast to 'world rules'.
4.7 From break if a ball is potted, the player must nominate the colour he is playing even if they are staying on the same colour that went in from the break.
4.8 For clarity, given the ambiguity of rules a player must nominate their chosen colour on their first live shot after the break. If they nominate a colour that wasn't potted on the break then failure to pot that colour on the subsequent shot will result in an open table.
5. Team & Player Conduct
5.1 All teams and players are expected to play within the spirit of the game and with respect for their opponents and the venues used in League competitions.
5.2 Referee decisions are final, and all teams and players must respect any decisions.
5.3 All issues concerning team or player conduct should be reported to a committee member who will raise as an agenda item at the captain's meeting..
5.4 All decisions concerning team and player will be made at the captain's meeting with any team or player allowed to provide representation (maximum three players inclusive of Captain).
5.5 In exceptional circumstances the Captain's meeting may request that the chairman convenes an EGM to resolve any issues of conduct.
5.6 Hayes & District Pool League reserves the right to withdraw any registered player from the League at any time with a carried vote of five or more captains
